AK&M has released an industry bulletin on oil and gas production and refining with data for October

In October, prices on the oil market fluctuated in the range of $60-65 per barrel of Brent crude. In the first two decades of last month, a local downward trend developed in the oil market, with Brent crude reaching semi-annual lows. But then there was a sharp reversal caused by the news about the introduction of new sanctions against the Russian oil and gas sector — prices locally increased from levels slightly above $ 60 per barrel to levels above $65 per barrel and remained there for more than two weeks. 

In the first decade of November, however, commodity prices began to decline again. So far, the reduction in energy exports from Russia against the background of the recently imposed US sanctions does not look noticeable to the market, but the added production volumes from OPEC+ and from countries outside the organization are already providing a strong oversupply in the oil sector next year.

Oil production in Russia in September increased by an average of 148 thousand barrels per day compared to August. Such data is provided by OPEC. Thus, production in September amounted to 9.321 million barrels per day against 9.173 million barrels per day in August. In its October report, the International Energy Agency estimated that Russia produced 9.2 million barrels per day in September. Taking into account the updated schedule under the OPEC + agreement, in September Russia was allowed to increase production to 9.415 million barrels per day, taking into account compensation for previously allowed overproduction.

In the first nine months of 2025, gas production in Russia amounted to 479.6 billion cubic meters. m, having decreased by 4.0% compared to the same period in 2024. Natural gas production decreased by 3.7% YoY to 404.4 billion cubic meters. Associated petroleum gas production decreased by 4.4% YoY to 75.6 billion cubic meters. According to the medium-term forecast of the Ministry of Economic Development, gas production in 2025 is expected to reach 680.2 billion cubic meters, which is 0.6% lower than in 2024.

The Russian president abolished excise taxes on diesel fuel mixed with jet fuel until March 2026. The benefit applies only to Russian organizations that do not have a certificate of registration of oil refining operations. This step is intended to provide support specifically to those Russian manufacturers who mix fuel components, but are not engaged in full-fledged processing of crude oil.
