For the first time in the federal project "Development of the airfield support network", the concession mechanism will be used as a priority. It is planned to attract more than 124 billion rubles of extra-budgetary funds for the reconstruction of 28 airfields. This was stated by the head of the Federal Air Transport Agency Dmitry Yadrov, the Cabinet of Ministers said.
Three concessions have already been signed for the reconstruction of airports in Salekhard and Gorno-Altaysk, as well as the construction of a new Omsk-Fedorovka airport.
The existing concession mechanism in the airfield infrastructure needs to be improved and tariff costs reduced, which may lead to an increase in the cost of airport services, said D.Yadrov, whose words are given in the message.
In order to reduce the growth of the tariff burden, Rosaviation, together with Novaport Holding, VEB.The Russian Federation and Sberom propose using the boiler method scheme. This will make it possible to distribute the tariff burden from the invested investments evenly to all airports of the holding.
When using this scheme, the average tariff load per passenger will be 150 rubles. The funds raised will be used to reimburse investments made by the holding in the reconstruction of airfields.
Amendments to the legislation have already been prepared for the implementation of the boiler method scheme. They are coordinated with the relevant departments. It is planned that the mechanism will be operational on September 1 and will allow concluding 3 concession agreements with Kemerovo, Stavropol and Chita.
Also D.Yadrov said that the Airfield Reconstruction Fund currently has 23 facilities at the design stage. Construction and installation work is scheduled to begin this year.
