FAS establishes new approaches in tariff regulation of the electric power industry

The Federal Antimonopoly Service is establishing new approaches in tariff regulation of the electric power industry. This was reported on the FAS website following a speech by Gennady Magazinov, Deputy head of the service, at the All-Russian Tariff Conference.

Regarding the implementation of the concept of differentiated tariffs for the population, G.Shops stressed that, according to the adopted decree of the Government of the Russian Federation, differentiated tariffs will not be introduced if cross-subsidization in the region is less than 1% of the required gross revenue of network organizations. In addition, the social consumption rate remains in the region if cross-subsidization is reduced by 1% annually or a regulatory agreement is concluded, the condition of which is the indexation of tariffs for the population at a rate higher than for other consumers.

In 2026, differentiated tariffs are planned to be introduced in the Rostov Region and Tatarstan. The social consumption rate will remain in 5 regions: the Trans-Baikal and Krasnoyarsk Territories, the Vladimir, Nizhny Novgorod and Oryol regions.

The FAS has established a working group where, with the participation of federal and regional authorities and the expert community, further steps for the development of the mechanism are being developed.

The introduction of tariffs differentiated in terms of consumption in 2025 made it possible to reduce the volume of cross-subsidization by 31.7 billion rubles, the deputy head of the Federal Antimonopoly Service emphasized. Using the concept of differentiated tariffs, the Service plans to completely eliminate the accumulated volume of cross-subsidization and reach zero by 2035.

The Deputy Head of the service summed up the results of the initiatives developed by the department and adopted by the Government of the Russian Federation. Thus, determining the maximum value of unit maintenance costs for a unit of electrical grid equipment allowed optimizing the operating costs of the largest grid organization by more than 12 billion rubles.

The introduction of "targeted" depreciation, which involves the inclusion of depreciation costs in the required gross revenue of the TCO only if there is an approved investment program, allowed for the redistribution of 9 billion rubles to target costs.

The effect of improving the mechanism of consolidation of electric grid facilities, when the level of electricity losses is reviewed only if, as a result of consolidation, the volume of overflows in the network increased by 20 or more, amounted to about 3.3 billion rubles.
