The volume of investments in housing and communal services in the Russian Federation has doubled in recent years. The volume of planned investments in 2025 is 552 billion rubles. This was stated by the head of the Federal Antimonopoly Service Maxim Shaskolsky at the All-Russian Tariff Conference, according to the website of the Antimonopoly authority.

M.Shaskolsky recalled that this year the Cabinet expanded the list of grounds for changing the terms of concession agreements. These included changes in prices for building materials and equipment, an increase in the minimum wage, and the approval of regional comprehensive plans for the modernization of municipal infrastructure. This will ensure that changes in market conditions are taken into account in the concessionaire's tariff regulation.

Another decree establishes the possibility of approving and adjusting investment programs in the fields of heat supply, water supply and sanitation in 2025, as well as the possibility of taking into account the current rate of the Bank of Russia.

Uniform report forms have been approved to strengthen control over the use of investment resources. This will ensure transparency in the formation of the investment component in tariffs, as well as its targeted use and the adoption of regulatory measures in case of violations.
