In Russia, from April 1, 2023, mandatory digital labeling of cosmetic products intended for hand hygiene with a declared antimicrobial effect, as well as skin antiseptics, may begin, the corresponding draft decree of the Government of the Russian Federation has been published by the Ministry of Industry and Trade, the ministry reports.
From March 1, 2023, registration in the information system of labeling "Honest Mark" may become mandatory, and from April 1, 2023 – labeling of antiseptics.
In addition, deadlines are set for providing information on turnover and withdrawal from it: from September 1, 2023 – in retail trade, from November 1, 2023 – in wholesale trade within the scope of volume and article accounting, from August 1, 2025 – in wholesale trade within the framework of instance accounting.
Recall that the experiment on the labeling of antiseptics has been extended until February 28, 2023. According to a study previously published in the media by the Higher School of Economics, the share of illegal trafficking of antiseptics in Russia is more than 50%.
