Mikhail Goldberg: preferential programs provided almost half of the total mortgage issuance in 2022

The mortgage portfolio in 2022 grew by 2 trillion rubles, or 17%, in 2023 a comparable increase is expected (1.9-2.1 trillion rubles). This was stated at the XXI All-Russian conference "Mortgage lending in Russia" by the head of the analytical center DOM.Russian Federation Mikhail Goldberg.

Preferential programs provided almost half of the total mortgage issuance in 2022. At the beginning of 2023, the contribution of state programs remains high, the "Family mortgage" has outstripped the "Preferential mortgage".

He also noted that in 2022 the seasonal dynamics of mortgages and housing transactions was abnormal. The share of mortgages issued in the first quarter of 2022 was 10 percentage points higher than the seasonal norm. The demand for housing in the first quarter of 2022 was ~2 times higher than the average level, taking into account seasonality.

According to M. Goldberg, approximately the same amount of mortgages will be issued in 2023 as in 2022. But in the first quarter, mortgage issuance will be below the levels of 2022, and in the second quarter – higher.


The XXI All-Russian Conference "Mortgage Lending in Russia" is taking place in Moscow today, March 28, 2023.

The conference is attended by representatives of relevant government organizations, major Russian banks, mortgage agencies, development and construction companies, IT developers, insurance and appraisal companies.
