Mortgage issuance in the Russian Federation in 2025 amounted to 4.5 trillion rubles, which is 10% less than in 2024. Household mortgage debt increased by 9% against a 10.9% increase in 2024. This is reported in the materials of the Bank of Russia.
Mortgage issuance in the Russian Federation in December 2025 amounted to 811 billion rubles. This is 62% higher than in November 2025. Household mortgage debt increased by 2.4% in December after a 1.4% increase in November.
Government-backed mortgages remained the main driver in December, accounting for 80% of all mortgages issued in December. A record 605 billion rubles have been issued under the Family Mortgage program. This is 69% more than in November.
The regulator explains the similar demand for "Family mortgages" by the introduction of the "one preferential loan per family" rule from February 2026 (the Ministry of Finance announced a similar rule at the end of October 2025) and news about a possible additional tightening of the program conditions.
