REO has developed requirements for transshipment stations and recycling facilities

The Russian environmental operator, together with the Ministry of Natural Resources of the Russian Federation, has developed uniform requirements for transshipment stations and recycling facilities with the production of artificial soil. This is stated in the message of the REO.

The draft resolution is currently undergoing approval and will be submitted to the Government in the near future.

The requirements relate to the location, weight control and methods of loading MSW at such stations. Thus, waste transfer stations should be fenced, and third parties should not be allowed to enter their territory. Such facilities should be provided with a hard surface, collection systems, drainage of stormwater and meltwater.

Also, transshipment stations should not be located in waterlogged or flooded areas. Accumulation of MSW in open areas in bulk and extraction of secondary resources from MSW is not allowed. In addition, photo and video recordings of incoming vehicles and automated transmission of data from the scales to the UTKO FGIS are necessary.

The decree provides for the transshipment of waste from garbage trucks either to waste storage bunkers or to heavy-duty vehicles. At the same time, structures should be provided to prevent dust formation and spillage of MSW.
