The Russian Union of Motor Insurers (RSA) has given recommendations to car owners who have been involved in an accident or stopped to check a CTP policy under temporary restrictions on mobile Internet and SMS in Moscow and the Moscow region, which a number of mobile operators warned about at the beginning of this May week. This is stated in the message of the RSA.
Due to the limitations of the Internet, it may turn out that a traffic police officer will not be able to check the policy using his official Internet service. In this situation, a CTP policy printed on a regular paper sheet, previously issued electronically, will help prove that the driver has fulfilled his liability insurance obligation. So it is desirable to have such a printout, said Andrey Makletsov, deputy head of the RSA Loss Settlement Methodology Department, whose words are quoted in the message.
He added that the contacts of the insurer should also always be at the driver's fingertips in order to promptly inform about an accident and receive, if necessary, advice.
If the Internet does not work, then the electronic service "Registration of the European protocol online" cannot be used to process documents about an accident. It is always possible to issue an accident notification on a paper form provided by the insurance company, and care must be taken in advance to ensure that each driver has such a form with him, A. Makletsov added, specifying that the recording of accident data plays an important role in the procedure of the Europrotocol. It is performed using a mobile application, and here data exchange over the Internet plays a key role.
He recalled that the limit on CTP payments when issuing an accident notification without disagreement is only 100 thousand rubles. without photo fixation and 400 thousand rubles, if the photo fixation is completed. If there are disagreements, but there is no photo recording when making an accident notification, then there will be no payment, and if the photo recording is completed, then the limit is 200 thousand rubles.
This means, A. Makletsov noted, that it is necessary to assess the situation that has arisen as a result of an accident. If the damage is very small, and both drivers do not have disagreements, then a notice is issued on a form, and this is enough.
But if the limit is 100 thousand rubles. If there is not enough money, and it is impossible to take a photo, then, following paragraph 2.6.1 of the Traffic Rules, report the incident to the police in order to receive instructions from the police officer about the place of registration of the accident. It is possible that a police officer will offer to issue a "Euro protocol", and then you need to clarify that you can write a notice on the form, there is no disagreement, but without a photo, the payment limit will not be sufficient, so it is necessary to issue a traffic police document, explained A.Makletsov. If the drivers cannot agree and disagreements persist, then there is no question of a "Euro protocol" without a photo, therefore it is necessary to obtain accurate information from the traffic police officer about where, to what department and at what address to arrive for registration.
In order for the department to process all the documents, it is necessary, leaving the accident site, to record by any possible means, including by means of photography or video recording, the position of vehicles in relation to each other and road infrastructure facilities, traces and objects related to the incident, and damage to vehicles, advised A. Makletsov.
According to the RSA, the number of applications issued using the European protocol in 2025 amounted to 843 thousand (approximately the same level as in 2024). The share of applications issued with the help of the European protocol reached 41% of the total number of applications.
The number of accident notices issued electronically as part of the Europrotocol procedure increased 1.6 times last year to 68 thousand from 42.6 thousand.
In 2025, 337.39 thousand times were used by photofixation.
