Saudi Arabia plans to raise a loan of $8 billion

Saudi Arabia is conducting preliminary negotiations on a new loan in the amount of $8 billion in order to diversify sources of financing against the background of the Middle East conflict. This is reported by foreign media.

The Saudi National Debt Management Center (NDMC) is discussing with banks the possibility of concluding a deal. At the end of 2025, NDMC received a seven-year syndicated loan worth $13 billion to attract non-market sources of capital to finance its diversification plan. At the same time, Saudi Aramco oil company is conducting similar negotiations and implementing a privatization plan that could raise up to $35 billion.

Saudi Arabia and other Gulf countries are trying to cope with the economic consequences of the regional conflict, which led to a sharp economic downturn in the second quarter, including a 25% decline in the oil sector and a deficit of $9.1 billion in Saudi Arabia, which has become one of the most active borrowers in emerging markets.

The Saudi Public Investment Fund, with assets worth $900 billion, plans to privatize some valuable assets through listings and tenders involving external capital. At the same time Saudi Arabia continues to invest billions in global deals and recently committed to building a 6 billion euro ($7 billion) theme park complex near Paris.
