SIBUR and Polyplastic will help reduce greenhouse gas emissions in the Sakhalin region in the housing and communal services sector

SIBUR, the government of the Sakhalin Region and the Polyplastic Group have signed a cooperation agreement within the framework of SPIEF 2025. It aims to create the necessary conditions for reducing greenhouse gas emissions and increasing their absorption in the housing and communal services sector of the region. This is stated in the message of the parties.

The agreement is also aimed at promoting the climate agenda, developing carbon regulation and introducing innovative polymer solutions in the housing and communal services sector. In addition, the cooperation will increase the pace of infrastructure modernization in this area.

As part of the agreement, SIBUR transfers carbon units to participants in the Sakhalin experiment who provide housing and communal services and exceed the quota of greenhouse gas emissions. The company will allocate the equivalent of the cost of carbon units sold to upgrade the infrastructure in the housing and communal services sector on Sakhalin.

Resource supply companies in the region, with the support of regional authorities and SIBUR, will replace old municipal infrastructure facilities with new solutions made of polymer materials. They have a lower carbon footprint at all stages of their life cycle. The use of such materials will extend the service life of housing and communal services facilities, reduce construction and operation costs.
