The Russian government has approved a strategy for the development of the creative economy until 2036. This was announced by the Cabinet of Ministers.
In 2020-2025, the gross value added of the creative industries increased by 55.8%. Over 4.5 million people are employed in various fields of the creative economy.
The creative economy development strategy approved by the government assumes an increase in the share of the creative economy in total GDP to 7.7% by 2036 from 4.2% in 2025; an increase in the number of companies and sole proprietors working in the creative economy by 22% compared to 2025.
To achieve these goals, it is planned to create the necessary infrastructure in the regions: specialized sites, development institutions and creative clusters. It is also planned to expand the personnel training system. A priority will be practice-oriented education, including project-based training, internships, and mentoring. There will be mechanisms for the rapid updating of competencies for already working professionals.
In addition, it is planned to develop mechanisms for effectively countering the illegal use of copyright and related rights.
