The Cabinet of Ministers has determined the list of greenhouse gases to be accounted for. The corresponding order was signed by Prime Minister Mikhail Mishustin.

The document defines the list of substances to be accounted for. These are carbon dioxide, methane, nitrous oxide, sulfur hexafluoride, hydrofluorocarbons and perfluorocarbons, as well as nitrogen trifluoride. The list is based on the Kyoto Protocol to the UN Framework Convention on Climate Change, as well as the Concept of the formation of a system for monitoring greenhouse gas Emissions, approved by the Government in 2015.

It is also expected to set targets for limiting emissions. At the same time, the main guideline is the President's instruction to reduce the amount of greenhouse gas emissions accumulated from 2021 to 2050 to lower values than in the European Union.

The system of state accounting of greenhouse gas emissions will start operating in Russia from next year.
