The Government of the Russian Federation has sent to the State Duma a package of bills on the creation of a single pension and social Insurance Fund, as well as the liberalization of administrative responsibility for entrepreneurs. This was announced by the Cabinet of Ministers.
Combining the functions of pension and social insurance funds will make receiving social services faster and more convenient for citizens. All the rights of citizens in the process of reorganization will be preserved and guaranteed in full. It is assumed that the founder of the social fund will be the Government.
It is proposed to establish a single tariff for insurance premiums. The distribution of insurance premiums is assumed as follows: 72.8% – for compulsory pension insurance, 8.9% – for compulsory social insurance in case of temporary disability and in connection with maternity, 18.3% – for compulsory medical insurance. Contributions will be transferred to the fund in a single payment.
Along with this, the responsibility for non-compliance with the requirements may be mitigated for Russian entrepreneurs . It is proposed not to fine an entrepreneur for the first time revealed during the inspection, but to issue a warning. In case of prevention of harmful consequences of the violation or voluntary compensation for the damage caused, it is assumed that a fine in the minimum amount will be imposed. A fine for a violation detected by state or municipal control bodies can be paid in a 50 percent amount within 20 days. Also, changes in the Administrative Code will increase the importance of the role of regional business ombudsmen. In particular, the possibility of their participation in the consideration of the case as defenders is fixed and responsibility for creating obstacles to their work is established.
