Starting from January 27, 2025, the Bank of Russia expanded the boundaries of the CTP tariff corridor in both directions by 11.57% for public transport (trolleybuses, trams, buses) and by 20% for motor vehicles and trucks with a maximum permissible weight of 16 tons and below. Basic CTP rates for ordinary motorists will remain at the same level. This is stated in the regulator's message with reference to the relevant instruction.

This instruction also obliges insurers to take into account the driving experience indicated in their national driver's license when calculating the cost of a CTP policy for foreign citizens.

The Central Bank updated the values of the territorial coefficient (CT) for a number of regions, which affects the cost of the policy. They have been reduced for 21 territories, where in 2024 about 6 million classic policies were issued (excluding short-term ones), the average cost of which was 17.1% higher than the national average.

For 18 territories where the current CT indicators do not correspond to the increased losses, their values have been increased. In these territories, 4.4 million classic CTP contracts were concluded in 2024 with an average cost 31.8% lower than the national average.

In addition, the coefficient for CTP multi-drive policies for individuals has been increased. These are contracts without limiting the number of people allowed to drive a car.
