The Central Bank has not changed the allowances to the risk coefficients

The Board of Directors of the Bank of Russia has left the risk ratio allowances unchanged. This was reported by the press service of the Central Bank.

This decision was made due to the fact that from June 1, 2023, a new procedure for applying surcharges to risk coefficients and new requirements for calculating the debt burden indicator (PD) will come into force. The current procedure, accordingly, will be canceled.

In accordance with the new document, surcharges to risk coefficients on newly issued mortgage loans for housing under construction will be applied for another year after one of the following events (at the bank's choice) occurs: commissioning of the house; state registration of the apartment.

The conditions under which surcharges on mortgage loans issued to borrowers with a PD of no more than 60% are not applied have been clarified; the initial contribution of the borrower for non-application of surcharges should be at least 20% from June 1, 2023, at least 30% — from January 1, 2024.

For a more accurate assessment of the debt burden of borrowers, credit institutions will be able to assess the income of customers according to internal models: models must be approved by the Bank of Russia; banks with a portfolio of unsecured consumer loans of more than 300 billion rubles will be able to send models for approval from June 1, 2023, with a portfolio of 60 to 300 billion rubles — from April 1, 2024.

The procedure for calculating PD has been simplified: for long-term loans, average monthly payments will be calculated based on the term to maturity under the contract instead of 4 years.

Until the end of 2023, when issuing loans up to 50 thousand rubles, as well as auto and motorcycle loans, it is still possible to assess the borrower's income according to the bank's internal approaches, without approving them in the Bank of Russia.
