The volume of federal budget revenues in January-October 2025 amounted to 29.924 trillion rubles. this is 0.8% more than in the same period of 2024. The budget deficit amounted to 4.19 trillion rubles. In 2025, the federal budget deficit is expected to reach 2.6% of GDP, while the structural primary balance is expected to reach 1.3% of GDP.
Non-oil and gas revenues of the federal budget reached 22.425 trillion rubles. This is 11.3% higher than in the same period last year. Receipts of working capital taxes, including VAT, increased by 5.8% in 10 months.
Oil and gas revenues amounted to 7.498 trillion rubles, which is 21.4% less than in the same period of the previous year, mainly due to a decrease in the average oil price.
