Federal budget revenues in January-September 2025 amounted to 26.938 trillion rubles. this is 2.5% higher than in the corresponding period of 2024. Expenses increased by 19.5% to 30.725 trillion rubles. The deficit reached 3.787 trillion rubles, which is 4.365 trillion rubles more than the level of the same period last year. In 2025, the Ministry of Finance expects a federal budget deficit of 2.6% of GDP, with a structural primary balance of 1.3% of GDP. Exceeding the target parameters of the structural primary balance at the end of the year is associated with a slowdown in the growth of non-oil and gas revenues in the context of cooling inflation and domestic demand, the ministry emphasizes.
Oil and gas revenues in January-September 2025 amounted to 6.609 trillion rubles. This is 20.6% less than in the same period of the previous year. The inflow of oil and gas revenues in January-September of this year was at a level exceeding their base amount. However, the Ministry of Finance sees risks of their reduction due to the weakening of the price environment.
Non-oil and gas revenues of the federal budget increased by 13.2% to 20.329 trillion rubles. Receipts of working capital taxes, including VAT, increased by 6.5%, which corresponds to the trends of cooling domestic demand and inflation.
