The largest state-owned company for the management of nationalized chemical enterprises has passed into private hands.
The Federal Agency for State Property Management has transferred NHRS LLC (Neftekhimremstroy) to a private company, JSC Roskhim. Such changes have occurred in the Unified State Register of Legal Entities according to the KonturFocus information system.
Neftekhimremstroy manages 20 chemical enterprises that were nationalized at different times. Most of them were transferred to state ownership in April 2025 after the decision of the Arbitration Court of the Republic of Bashkortostan on the transfer to state revenue of a number of companies affiliated with A.Mityushov. Among them are such large enterprises as the Salavat Catalyst Plant (revenue for 2025 amounted to 3.4 billion rubles), Hypercenter-Ryazan (revenue 1.2 billion rubles), Salavatneftemash (0.7 billion rubles). The management consolidation process began in May 2025. Most of the managed companies are still owned by the Federal Property Management Agency.
Neftekhimremstroy became the property of the state after the nationalization of the assets of the former head of Gazprom Energo, Alexei Mityushov. Along with the change of ownership, the management structure also changed, as the current CEO of Roshim, Eduard Davydov, became the head of the company. In March 2026, the management function was assumed by the holding company itself — Roshim.
JSC "Roschem" was transformed from the company "Russian Hydrogen". Russian Hydrogen was created in February 2021 by businessman Stanislav Tikhonov, a year later the shares were transferred to FIN-Partner Management Company LLC, and then to the combined Joint Stock Company Kvint. The company does not disclose its beneficiaries. There are 39 operating companies under the management of the holding, and 24 companies are owned. Revenue for 2025 amounted to 129.8 billion rubles, 125.1 billion of revenue was received from the wholesale trade in chemicals and 4.7 billion for management services. Net profit — 3.6 billion rubles.
