The Bank of Russia is discussing with market participants the privatization of a minority stake in the National Payment Card System (NSPK) or the sale of its entire individual services, such as the Mir payment system or the Rapid Payment System (SBP). The newspaper Kommersant writes about this.

So, on October 9, the head of the Bank of Russia, Elvira Nabiullina, announced at the Finopolis 2025 forum that two options for privatizing the national payment system were being considered — to sell a minority stake in NSPK, leaving 50% + 1 share for the Central Bank, or 100% of services, for example, the Mir payment system or SBP. The services that will be offered for sale should be re-registered as separate legal entities, and the set of such services will be determined during the discussion.

The main purpose of this privatization is to better hear the market's opinion on how to develop certain services, said E.Nabiullina, quoted by Kommersant.
