The State Duma adopted in the first reading a package of bills to legalize the circulation of digital currencies and digital rights in the Russian Federation. The main provisions of the documents may enter into force on July 1, 2026. This is reported on the website of the Ministry of Finance.
In accordance with the draft laws, requirements for the circulation of digital currencies and rules for access to transactions for investors, including unqualified ones, are established.
The infrastructure for the circulation of digital currencies will include a complex of professional intermediaries, such as exchanges, brokers, trust managers, digital depositories and organizations engaged in the exchange of digital currencies.
It will be possible to conduct transactions with cryptocurrency only through legal intermediaries who have a license.
Qualified investors will be able to purchase digital currencies without restrictions on the amount, non–qualifiers who have passed the test will buy digital currencies within the limit set by the Bank of Russia - no more than 300 thousand rubles per year through one intermediary.
In addition, the bill provides for the issuance and circulation of digital rights in public networks, and not only in closed networks of information system operators.
