The State Duma adopted in the second and third readings amendments to The Criminal Code of the Russian Federation, which proposes to strengthen responsibility for certain crimes against military service. This is stated in the message of the State Duma.

Thus, according to the document, "failure by a subordinate to execute the order of the chief ... during martial law, during wartime or in conditions of armed conflict or combat operations, as well as refusal to participate in military or combat operations" will be punishable by imprisonment of up to three years. And in case of serious consequences — up to 10 years.

Responsibility for the unauthorized abandonment of a unit during mobilization or martial law, during wartime or in conditions of armed conflict or warfare is also being strengthened — from 5 to up to 10 years of imprisonment.

The punishment for desertion during mobilization, wartime or in conditions of armed conflict is proposed to be tightened to 15 years in prison, for evading military service by simulating illness — up to 10 years. It is also proposed to increase the punishment for violations of the rules of border and guard duty, intentional damage or destruction of military property — up to 10 years in prison.

In turn, for the destruction of military property in wartime by negligence, the term of imprisonment can reach five years. 

For voluntary surrender (in the absence of signs of treason), he will face imprisonment for a term of three to 10 years. At the same time, as emphasized in the document, "a serviceman who has committed a crime under this article for the first time may be released from criminal liability if he has taken measures for his release, returned to the unit or to the place of service and has not committed other crimes during his captivity."

For looting in wartime conditions, up to six years in prison will be threatened, and the maximum sanction, if the crime was committed with serious injury to health or murder, or the damage was inflicted on a particularly large scale, is up to 15 years.

At the same time, criminal liability is being introduced for the failure of the state defense order. The maximum term of imprisonment, depending on the type of crime, is from eight to 10 years of imprisonment.
