The State Duma adopted in the second and third readings the law "On the creation of a State information system for countering offenses committed using Information and communication technologies and on Amendments to Certain Legislative Acts of the Russian Federation." This is reported on the website of the lower house of parliament.

The law establishes the possibility of online information exchange between government agencies, banks and telecom operators.

When withdrawing money through an ATM, a credit institution will be required to check for signs of disbursement of funds without voluntary consent. If this is detected, the bank must limit the cash withdrawal to no more than 50 thousand rubles for 48 hours. per day and immediately notify the client of the reasons.

An individual, in accordance with the law, will be able to grant a loved one the status of an authorized person to receive confirmation of a money transfer operation.

Mandatory labeling of calls is provided — on the phone screen, the telecom operator will display the name of the organization from where they are calling, which will allow fraudsters to be identified.

The law prohibits employees of government agencies, banks, telecom operators, marketplaces, and job search services from informing citizens through messengers. Mass calls and spam calls will be carried out only if the subscriber's prior consent is obtained, and if a refusal is sent to the telecom operator, they will be terminated.

Citizens, in accordance with the law, will be able to establish a self-ban on concluding contracts for the provision of communication services through Public Services or the MFC. It will be possible to ban the transfer of the right to use a phone number to third parties, with the exception of family members.
