The State Duma has supported a bill banning the collection of biometrics by commercial companies

The State Duma adopted in the first reading the draft law "On the state information system "Unified information system of personal data, providing processing, including collection and storage of biometric personal data, their verification and transmission of information on the degree of their compliance with the provided biometric personal data of an individual." This is reported by the press service of the lower house of parliament.

The bill proposes to deprive "dubious" companies of the ability to collect and store biometric data of citizens and give them the right to withdraw their biometrics from all databases.

It is proposed to collect and process biometric data of Russians using a Unified Biometric System (EBS). The system will assign a personal identifier to the user who provided the data.

Commercial companies, having concluded an agreement with the EBS, will be able to receive information from this database, but not the data itself, but a set of identifiers. And then, when information leaks from a commercial repository, no one will know about user data.

The right to collect biometrics will remain with banks, but for this they will have to issue accreditation. They will transfer the collected data to a single system, and then receive it back in encrypted form for further use in working with clients.

Until 2027, biometric data can be stored in existing regional state subsystems. For example, we are talking about Face Pay of the Moscow Metro.

An individual may agree to the collection and processing of biometrics through the public services portal using an enhanced unqualified electronic signature.
