The State Duma Council unanimously withdrew the bill on QR codes from consideration. This was announced by the chairman of the lower house of parliament Vyacheslav Volodin in his Telegram channel.

On November 12, 2021, the Government of the Russian Federation submitted to the State Duma two bills on the introduction of QR codes on transport and in public places. The draft amendments to the Air Code and the Charter of Railway Transport, according to which QR codes will be required during boarding the plane and train, were subsequently withdrawn from consideration. The draft amendments to the law on sanitary and epidemiological welfare remained in the State Duma. The document assumes the introduction of QR codes for visiting mass events, non-food stores and restaurants.

In mid-December, the State Duma approved the remaining bill in the first reading. In January 2021, the Government postponed consideration of the document in the second reading due to the high uncertainty of the development of the epidemiological situation.
