The total cost of the most significant investment projects in the field of municipal solid waste management (MSW) in 2024 amounted to more than 44 billion rubles. These include PO Ostrovsky and KPO Kingisepp in the Leningrad region, KPO Volkhonka in St. Petersburg, EcoLine-VtorPlast in the Moscow region, and KPO Tula. This is stated in the message of the REO.

The operator used such a support measure as a preferential loan from the funds from the issue of REO bonds to implement the projects. The new facilities will allow the regions to achieve targets for reducing waste disposal, increasing its processing and involvement in economic turnover in the form of secondary resources and raw materials.

Thus, 14.6 billion rubles were allocated for the implementation of the KPO Ostrovsky investment project in the Leningrad region. The processing capacity at the facility will amount to 600 thousand tons per year, and 360 thousand tons for recycling, including 240 thousand tons by composting. It should be introduced in 2026. In addition, KPO Volkhonka appeared in St. Petersburg. The first stage for 200 thousand tons was commissioned in 2023, in 2024 a sorting line for 400 thousand tons was introduced. The project cost amounted to 8.7 billion rubles, about 50% was allocated by REO.

KPO Kingisepp also started operating in the Leningrad region. The processing capacity of the complex is 300 thousand tons. The company has installed Russian equipment that accepts MSW from 8 districts of the region. The total investment in the project amounted to 4 billion rubles, including 2.9 billion rubles. from the REO side.

The new KPO Tula complex already accepts 480 thousand tons of waste per year for processing, of which 209 thousand tons are sent for recycling. The complex uses hydro separation for waste treatment and selection of small fractions. The project cost amounted to 5.8 billion rubles, of which 1.5 billion rubles were allocated by REO.

A full-cycle production facility with deep plastic recycling, EcoLine-VtorPlast, has appeared in the Moscow Region. The capacity of the facility was 60 thousand tons of plastic waste per year, the production of recyclables was 47 thousand tons. Investments in the project amounted to about 10 billion rubles, of which 2.9 billion rubles. from REO.

The first of 6 promising waste enterprises, a high—tech landfill, has been built in Dagestan. The capacity of the facility is 300 thousand tons per year. The facility was built at the expense of a subsidy of 1.8 billion rubles.
