According to Rosstat, the volume of communication services provided to enterprises of all types of activities increased by 5.1% in May 2025 compared to May 2024, and decreased by 2.7% compared to April 2025, amounting to 232.4 billion rubles.
This is stated in issue No. 1632 of the monthly bulletin "Branches of the Russian Economy: manufacturing, finance, securities. Communications and Information technology" dated July 23, 2025.
The volume of paid communication services to the population in May 2025 amounted to 155.8 billion rubles, an increase of 0.8% compared to May 2024, and a decrease of 1.4% compared to the previous month. According to Rosstat's operational data, tariffs for information and communications services in the Russian Federation for May 2025 for legal entities increased by 3.5% compared to the same period in 2024, and decreased by 0.3% compared to April 2025.
The volume of software development services in May 2025 amounted to 426.8 billion rubles. This figure increased by 47% compared to May 2024, but decreased by 2% compared to the previous month. The volume of other IT services in May 2025 amounted to 125.3 billion rubles, which is 12.2% lower than in May 2024 and 5.5% lower than in the previous month. At the same time, the volume of paid IT services to the population in May amounted to 39.7 billion rubles, which is 23% higher than in May 2024, and 0.9% higher than in April 2025.
The new article 13.52 of the Administrative Code of the Russian Federation from July 2025 regulates the violation of the procedure for using software and hardware in the country to read or view information resources with limited access (VPN services). Fines are being imposed for non-compliance with the ban on providing access to information resources that are restricted in Russia, as well as for failure to comply with the procedure for interacting with Roskomnadzor. Also, State Duma deputies at the plenary session on July 17 adopted an amendment to impose fines for advertising VPN services.
The number of Internet visits by many operators continued to decrease. We recorded an increase in June for only two operators. Thus, the average daily number of subscribers for June 2025 at Corbin Telecom increased by 9.9% compared to May 2024, and at Rostelecom — by 2.8%. At the same time, the "daughter" of the state operator T2 (Tele2) had an average daily number of subscribers decreased by 10.1% compared to the same indicator in 2024, MTS — by 6.5%, and VimpelCom — by 17.7%. A drop was also recorded at ER-Telecom — by 12.4%, and at MegaFon — by 4.9%.
