According to Rosstat, the volume of communication services provided to enterprises of all types of activities increased by 3.5% in October 2024 compared to October 2023, and by 0.5% compared to September 2024, amounting to 234.5 billion rubles.
This is stated in issue No. 1602 of the monthly bulletin "Branches of the Russian economy: production, finance, securities. Communications and Information Technologies" dated December 04, 2024.
The volume of paid communication services to the population in October 2024 amounted to 145.4 billion rubles, having decreased by 0.7% compared to October 2023, and by 0.8% compared to the previous month. According to Rosstat's operational data, tariffs for information and communications services in the Russian Federation for legal entities in October 2024 increased by 2.7% compared to the same period in 2023, and by 0.1% against September 2024.
The volume of services in software development in October 2024 amounted to 403.5 billion rubles. This figure increased by 35.1% compared to October 2023, but decreased by 17.3% compared to the previous month. The volume of other IT services in October 2024 amounted to 144.7 billion rubles, which is 19.6% higher than in October 2023 and 20.7% lower than the previous month. At the same time, the volume of paid IT services to the population in October amounted to 36.4 billion rubles, which is 24.9% higher than in October 2023, and 8.2% higher than in September 2024.
On December 1, 2024, Federal Law No. 216-FZ "On Amendments to the Federal Law "On Information, Information Technologies and Information Protection" and Certain Legislative Acts of the Russian Federation" entered into force. In particular, Federal Law No. 126-FZ "On Communications" has undergone changes, which obliges operators to coordinate with the Federal Security Service (FSB) a scheme for building a communications network before obtaining a license from Roskomnadzor (or extending an existing one).
On January 1, 2025, the Decree of the President of Russia No. 250 comes into force, increasing the requirements for the protection of personal data. In parallel, amendments to the Administrative Code and the Criminal Code are being prepared, providing for large fines for violations in the field of information security. So, if the data leak affects more than 100 thousand people, the fine will be up to 15 million rubles instead of the previous 100 thousand rubles. For repeated violations, the bill provides for turnover fines for operators with an upper threshold of 500 million rubles.
The number of Internet visits by many operators continued to decline. Thus, Rostelecom's average daily number of subscribers in November decreased by 16.6% compared to the same indicator in 2023, and VimpelCom's by 14.3%. A drop was also recorded at ER-Telecom — by 7.7%, and at MegaFon — by 2.6%. At the same time, the number of users at small regional providers also decreased by 8.4%. We recorded growth in November for only three operators. Thus, the average daily number of subscribers at Corbin Telecom increased by 18.9% compared to November 2023, at MTS — by 0.6%, and at the "daughter" of the state operator T2 (Tele2) — by 9.9%.
