The volume of communication services increased by 10.7% in December 2025

According to Rosstat, the volume of communication services provided to enterprises of all types of activities increased by 10.7% in December 2025 compared to December 2024, and increased by 8.9% compared to November 2025, amounting to 284.5 billion rubles.

This is stated in issue No. 1662 of the monthly bulletin "Branches of the Russian Economy: manufacturing, finance, securities. Communications and Information technology" dated March 4, 2026.

For the whole of 2025, the volume of communication services for enterprises amounted to 3001.1 billion rubles, which is 8.4% higher than the same period in 2024. The volume of paid communication services to the population in December 2025 amounted to 165.7 billion rubles, an increase of 9.2% compared to December 2024, and a decrease of 1% compared to the previous month. During the year, the volume of communication services to the population amounted to 1923.7 billion rubles, which is 2.1% higher than last year's figure. According to Rosstat's operational data, tariffs for information and communications services in the Russian Federation for December 2025 for legal entities decreased by 2% compared to the same period in 2024, and increased by 0.6% compared to November 2025.

The volume of software development services in December 2025 amounted to 1263.7 billion rubles. This indicator increased by 22.1% compared to December 2024, and by 2.1 times compared to the previous month. In twelve months, the volume of software development services amounted to 6859.8 billion rubles, which is 37.9% higher than the total of 2024. The volume of other IT services in December 2025 amounted to 248.6 billion rubles, which is 1.6% higher than in December 2024, and 69.6% higher than in the previous month. For the whole of 2025, this figure amounted to 1832.9 billion rubles, which is 4.3% lower than the total of 2024. At the same time, the volume of paid IT services to the population in December amounted to 47.2 billion rubles, which is 16.7% higher than in December 2024, and 7% higher than in November 2025. The volume of these services in 2025 — 496.9 billion rubles — was 22.5% higher than the total in 2024.

The State Duma adopted in the first reading government bill No. 1110676-8, which from September 1, 2026 introduces mandatory confirmation of significant online activities for Russian websites. The list of such actions will be approved by the government. The document strengthens anti-fraud requirements for banks, prohibits calls from foreign numbers unless the subscriber has previously agreed to receive such calls. Amendments have also been adopted to tighten administrative liability for individual violations in the provision of communication services. In addition, the amendments include a mandatory state register of devices and phone numbers. Devices that are not included in the list will not be able to work in Russia. And from March 1, 2026, an updated centralized Internet traffic management regime begins to operate in Russia in case of threats to the stability of the Runet. It is part of the system of the law on the "sovereign Runet" and includes regulation that allows Roskomnadzor, with the participation of law enforcement agencies and the Ministry of Finance, to centrally manage Internet traffic until the Runet is isolated from the global network.
