According to Rosstat, the volume of communication services provided to enterprises of all types of activities increased by 6.5% in March 2025 compared to March 2024, and by 6.8% compared to February 2025, amounting to 233.9 billion rubles.
This is stated in issue No. 1622 of the monthly bulletin "Branches of the Russian Economy: manufacturing, finance, securities. Communications and Information technology" dated May 14, 2025.The volume of paid communication services to the population in March 2025 amounted to 146.1 billion rubles, having decreased by 6.8% compared to March 2024, and by 2.1% compared to the previous month. According to Rosstat's operational data, tariffs for information and communications services in the Russian Federation for March 2025 for legal entities increased by 7.5% compared to the same period in 2024, and decreased by 0.7% compared to February 2025.
The volume of software development services in March 2025 amounted to 497.2 billion rubles. This figure increased by 29.7% compared to March 2024, and by 54.1% compared to the previous month. The volume of other IT services in March 2025 amounted to 157.9 billion rubles, which is 8.5% lower than in March 2024 and 25.3% higher than the previous month. At the same time, the volume of paid IT services to the public in March amounted to 37.9 billion rubles, which is 18.7% higher than in March 2024, and 7.3% higher than in February 2025.
Starting from September 1, 2025, it will be possible to establish a self-ban on concluding contracts for the provision of mobile communication services through the Gosuslugi portal or the MFC. The draft resolution of the Ministry of Finance approves the procedure for informing the subscriber about the ban in one of the following ways: in the communication salon, in the mobile application of the operator, by SMS, by e-mail. The authorities may also approve the procedure for rejecting SMS advertising and phone calls. The date of termination of unsolicited mailings or mass calls will be the calendar day following the day of application submission. The exception will be calls from government agencies and organizations, the list of which will be determined by the government.
The number of Internet visits by many operators continued to decrease. We recorded an increase in April for only one operator. Thus, the average daily number of subscribers for April 2025 at Corbin Telecom increased by 15.6% compared to April 2024. At the same time, Rostelecom's average daily number of subscribers decreased by 1.1% compared to the same indicator in 2024, the subsidiary of the state operator T2 (Tele2) — by 4.9%, MTS — by 4%, and VimpelCom — by 20.1%. A drop was also recorded at ER-Telecom — by 12.4%, and at MegaFon — by 8.5%.
According to Smart Ranking, the total revenue of the top 100 largest edtech companies in Russia in January-March reached 37.6 billion rubles, which is 16.4% higher than the level of the previous year. This figure exceeds both the overall dynamics over the past year (15%) and the results of the previous quarter (12%). At the same time, the market growth rate slowed down last year, from 22% in early 2024 to 12.3% in the fourth quarter. Children's education remains the most stable segment in terms of revenue growth: in the first quarter, it grew by 31.6% year-on-year, to 14 billion rubles.
