In March 2025, Russian banks issued 35.45 thousand mortgage loans with state support for 197 billion rubles. The number of disbursements decreased by 44% year–on-year, and the volume by 41%. Preferential mortgages accounted for 86% of the volume of loans for the purchase of housing. This will be discussed in the message of the Design Bureau.
The average size of a preferential mortgage loan in March increased by 5% to 5.56 million rubles. The average loan term was 25 years and 8 months, which is 4 months less than a year earlier.
In the first quarter of 2025, 84.33 thousand preferential housing loans were issued for 466.41 billion rubles. They accounted for 66% of the total number and 85% of the total volume of mortgage loans. Compared to the fourth quarter of 2024, the number of disbursements decreased by 19% and the volume by 21%.
