The Supervisory Board of VEB. The Russian Federation has approved the participation of the state corporation in financing the construction of four facilities of the Vostochny Polygon, which are part of a comprehensive project to modernize the railway infrastructure of the Baikal-Amur and Trans-Siberian railways (the third stage), which will be implemented from 2024. This is stated in the message of VEB. RF.
It is planned that the WEB. The Russian Federation will finance the project in the amount of up to 500 billion rubles by providing tranches in syndicated loans, as well as provide guarantee support in the amount of up to 145 billion rubles.
By the end of 2032, we are talking about the construction of backup facilities in the narrowest and busiest areas of the Baikal-Amur Mainline - single—track sections of the Severomuysky, Kodarsky and Kuznetsovsky tunnels, as well as a bridge crossing over the Amur River. The largest artificial structure planned to be built as part of the project will be the second Severomuisky tunnel with a length of more than 15 km (the first tunnel, opened in 2003, is the longest tunnel in Russia).
The project is being implemented by the companies belonging to the Bamtunelstroy-Most group, as part of a new mechanism for the industry — EPCF contracts concluded with Russian Railways. The terms of the EPCF contracts stipulate that the general contractor carries out design, construction, installation, and commissioning work, and purchases specialized equipment, including mining equipment, and independently attracts all necessary long-term financing for this purpose. The cost of the completed works will be paid by Russian Railways in installments for 10 years, starting from the date of commissioning of the project facilities.
