Russian President Vladimir Putin has set a moratorium on zeroing fuel damper payments from October 2025 to May 2026. The relevant decree of the head of state has been published on the portal of legal acts.
The calculation of the damper will be carried out without taking into account the deviation of average wholesale prices for diesel fuel and 92nd gasoline from the limit values.
In addition, in accordance with the decree, until amendments are made to the Tax Code of the Russian Federation, diesel fuel obtained by mixing with aviation kerosene and other components will not be considered an excisable commodity if this fuel is produced by Russian organizations that do not have a certificate of registration of a person engaged in the processing of petroleum raw materials and do not own the appropriate facilities..
