Russian President Vladimir Putin has instructed the Russian Government, together with Russian Railways, to submit proposals for optimizing construction procedures used to create the Moscow–St. Petersburg high-speed railway. The corresponding instruction is posted on the Kremlin's website.
The Cabinet of Ministers and Russian Railways have been instructed to ensure the adoption of decisions aimed at completing the design of all stages of the construction of the Moscow –St. Petersburg high-speed railway.

The government, with the participation of Sberbank, was instructed to work out the issue of using, as a matter of priority, the National Welfare Fund funds provided for the construction of the high-speed railway in the amount of 300 billion rubles. to finance this project in order to minimize the percentage burden for the concessionaire.
In addition, the Government should form a model for the development of a high-speed railway network in the country.
