Russian President Vladimir Putin signed a decree "On state scientific centers". This is reported by the Kremlin's press service.
The status of the state scientific center of the Russian Federation will be assigned by the Government of the Russian Federation. This status, assigned to an enterprise, institution or scientific organization before the entry into force of this decree, remains with them for 3 years, after which the Government of the Russian Federation decides to maintain or terminate such status.
In accordance with the decree, the status of the state scientific center of the Russian Federation is assigned to a scientific organization that has a unique scientific installation, or a center for the collective use of scientific equipment, or unique experimental equipment, has highly qualified scientists and specialists whose scientific and technical activities have received international recognition.
The main activities of the state scientific centers of the Russian Federation are: the implementation of scientific research and experimental developments in order to implement the priorities of scientific and technological development of Russia; the creation and practical application based on the results of intellectual activity of new technologies in the framework of the priorities of scientific and technological development of the Russian Federation; participation in the implementation of activities provided for by national and federal projects or major innovative projects of national importance.
In addition, the main activities of the state scientific centers of the Russian Federation are: participation in the creation or operation of the infrastructure of scientific, scientific, technical and innovative activities necessary for the implementation of the priorities of scientific and technological development of the Russian Federation; development of their research potential and experimental base; participation in the development of the forecast of scientific and technological development of Russia and industry documents of strategic planning of the Russian Federation; training or professional retraining of highly qualified researchers and specialists, as well as training or professional retraining of scientific and scientific-pedagogical personnel, including in cooperation with Russian educational organizations of higher education.
