Russian President Vladimir Putin has signed Federal Law No. 221-FZ "On Amendments to Certain Legislative Acts of the Russian Federation". This was reported by Rosfinmonitoring.
The law regulates the issues of digital currency mining in the Russian Federation and is one of three laws providing comprehensive regulatory regulation in the field of digital currency turnover.
Definitions of digital currency mining; mining pool; mining infrastructure and ID address are given.
The law establishes requirements for persons engaged in mining digital currency and persons organizing the activities of a mining pool.
In accordance with the law, operators of mining infrastructure and persons engaged in mining digital currency will be included in special registers maintained by the Ministry of Finance.
The reason for exclusion from the register will be repeated violations of legal requirements by operators within one year.
It is envisaged that Rosfinmonitoring will be able to receive information about identifier addresses.
Rosfinmonitoring will also maintain a list of identifier addresses in respect of which there are suspicions of transactions with digital currency for the legalization of criminal proceeds, financing of terrorism or committing another criminally punishable act.
