VEB.RF, the Government of the Arkhangelsk Region and Arctic Star LLC have signed a direct agreement on a world-class campus construction project in Arkhangelsk. The science city will help attract and consolidate young people in the region, improve the quality of higher education, and create a scientific environment focused on priority areas for the entire Arctic zone. "Thanks to the implementation of the project, more than 30.88 billion rubles will be attracted to the economy of the Arkhangelsk Region in the next three years," said Alexey Alsufiev, Chairman of the Government of the Arkhangelsk Region.
Loan agreement between VEB.RF and Arctic Star LLC signed an agreement in April of this year.
The total cost of the project is 40.7 billion rubles. They will be aimed at creating modern residential buildings for students and teachers, as well as the necessary educational and sports infrastructure. The design of the campus has been completed, and construction work has begun. It is planned to put the facility into operation in early 2029.
The research program of the campus has been developed in strict accordance with the national goals and objectives defined by the Decree of the President of the Russian Federation "On the Fundamentals of the State Policy of the Russian Federation in the Arctic for the period up to 2035." The Arctic Star is intended to become a point of concentration of intellectual resources, a training center for specialists capable of working in Arctic conditions, conducting applied and fundamental research, and creating solutions necessary for the development of the entire Arctic zone.
In addition, according to the project for the creation of the Arctic Star campus in Arkhangelsk, VEB.RF, as an agent of the Government of the Russian Federation, carries out the economic expertise of the financial model of the project and the legal expertise of the concession agreement.
The State Development Corporation "VEB.RF" (Vnesheconombank State Corporation) (TIN 7750004150) was established on the basis of the Federal Law of the Russian Federation "On the Development Bank" through the reorganization of Vnesheconombank of the USSR in 2007.
