The Supervisory Board of VEB.RF has approved the terms of VEB.RF's participation is interested in financing a serial production plant for high—speed rolling stock for the Moscow-Saint Petersburg high-speed railway. This is stated in the message of VEB.RF.

The production of high—speed trains is scheduled to start in 2027, and serial production will begin in March 2028. The project is being implemented by Ural Locomotives JSC. VEB has already provided 34 billion rubles of guarantees under the project, and in the near future it will provide a guarantee for another 18 billion rubles.

A complex for the production of high-speed electric trains with a total area of 60,000 square meters will be built at the site of the Ural Locomotives plant in Verkhnyaya Pyshma. The train will be made of state-of-the-art materials. It is planned that the plant will be built in 2026, and in 2027 the first 2 trains will have to arrive for certification and testing of the infrastructure. According to the plans, passenger transportation will have to start in the spring of 2028. The travel time between Moscow and St. Petersburg will be 2 hours and 15 minutes. To launch the HSR-1, it is necessary to have 28 trains by 2028.
