Two new NWFPs were signed within the framework of the XXVII St. Petersburg International Economic Forum. Now the mechanism's portfolio includes more than 70 agreements worth 4 trillion rubles, half of which have already been invested.
The new agreements were signed in the presence of the Minister of Economic Development Maxim Reshetnikov, Governor of the Bryansk region Alexander Bogomaz and the Governor of the Kaluga region Vladislav Shapshi.
"We have concluded two more agreements on the protection and promotion of investments. Now there are more than 70 of them. The total portfolio of the mechanism has exceeded 4 trillion rubles, half of these funds have already been invested. 29 thousand jobs have been created in 38 regions of the country. Most of the projects are at the investment stage, but 10 have already been commissioned. Now we see a growing demand from investors. The NWPC allows you to fix tax conditions before changing legislation, so we try to consider all applications promptly," said the Minister of Economic Development of Russia Maxim Reshetnikov.
So, in the Bryansk region, the second stage of a greenhouse complex will be built for 7.5 billion rubles, which will be able to produce more than 10 thousand tons of vegetables annually. In addition, more than 200 jobs will be created. The NWPC mechanism is in demand by agricultural enterprises, fifteen such agreements have already been concluded in the industry.
"We continue to work on the integrated development of rural areas — we attract specialists to the village, and for this we create not only decent working conditions, but also social infrastructure. A modern kindergarten school has been opened in Zhurinichi, where a greenhouse complex on an area of 7.2 hectares is already operating. 68 houses will be built for future employees of the greenhouse complex in two years, engineering infrastructure will be created, and a new road will be built. We are creating conditions for sports in the village: we have built an artificial ice rink in the open air, a multifunctional gym and a universal sports ground with exercise equipment. With the development of production, prospects for the development of the village are also being created, comfortable conditions so that people have a place to work, live and raise children," the governor of the Bryansk region said Alexander Bogomaz.

After the launch of the Greenhouse complex, the geography of supplies of fresh vegetable products will cover the Bryansk region and the regions closest to it, and exports to neighboring Belarus are also planned," commented the General Director of the ROST Management Company on the signing of the agreement Natalia Loresh.
An agreement was also signed on the construction of the Meshchovsky Precision Casting Plant in the Kaluga region. The project budget exceeds 50 billion rubles. The company will supply fast-wearing spare parts for crushing equipment, mining and special equipment. This will significantly reduce the share of imported machine-building components in the Russian market, which currently account for about 56% of the market. The project is implemented on the basis of the most modern technological solutions and in compliance with high environmental standards. The products will be supplied to mining enterprises throughout Russia.

Agreements on the protection and promotion of investments create invariable conditions for the implementation of investment projects. The level of taxes, land, urban planning and customs legislation are fixed. In addition, within the framework of the NWPC, the investor can reimburse the costs of infrastructure construction. Businesses do not need to wait for a road to be laid to the site — they can build it themselves, transfer it to the balance of the local administration and reimburse the costs.
The authorized organization to support the processes of concluding the NWPC and monitoring their execution is VEB.RF. In particular, the Web.The Russian Federation is reviewing incoming applications with documents and materials attached to them, including conducting an analysis of financial models. In case of compliance of the investor, the project and the submitted documents with the established requirements of VEB.The Russian Federation is preparing a positive conclusion, which opens access for the signing of the agreement by the subject of the Russian Federation and the Ministry of Economic Development of Russia.
