Decree of the Government of the Russian Federation No. 1118 of June 22, 2022, which entered into force on June 23, 2022 (with the exception of certain provisions), amended the Specifics of the implementation of accreditation in the national accreditation system, established by Resolution No. 353* (hereinafter referred to as Amendments).

In accordance with the Amendments, from July 1, 2022, testing laboratories (centers) accredited in the national accreditation system are given the opportunity to undergo an accelerated procedure for expanding the scope of accreditation.

To the application for such extension of the scope of accreditation, in addition to the documents and information provided for in paragraph 5 of the Rules for the Implementation of Accreditation in the National Accreditation System, approved Resolution No. 2050**, is attached, among other things, a self-examination questionnaire in the form established by the methodological recommendations approved by the national accreditation body.

The changes also provide for shortening the terms of some procedures within the framework of the provision of public services for the accelerated expansion of the scope of accreditation. Among other things, the terms of consideration of the said application by the national accreditation body, conclusion of an agreement with an expert organization, examination of documents and information submitted by an accredited person and on-site assessment of the accredited person's compliance with the accreditation criteria in accordance have been shortened.

In addition, according to the Amendments, the procedure for expanding the scope of accreditation is carried out in the form of a documentary assessment of the accredited person's compliance with the accreditation criteria, except in cases when the documentary assessment is carried out together with an on-site conformity assessment, which are defined in the Amendments.

In the cases provided for by the Amendments, the procedure for expanding the scope of accreditation may be carried out in the form of a documentary and on-site assessment of the accredited person's compliance with the accreditation criteria. At the same time, in the case of an on-site assessment of the accredited person's compliance with the accreditation criteria, this assessment is carried out using means of remote interaction, including through audio and video conferencing.

The amendments also provide that until March 1, 2023, when carrying out the procedure for confirming the competence of an accredited person, the requirements established by the Rules for conducting the procedure for Confirming Competence, approved by Resolution No. 2050, regarding the need for compliance with the scope of accreditation attached to the application for conducting the procedure for confirming the competence of an accredited person, with one accreditation scheme adopted by the national accreditation body, are not applied in accordance with paragraph 1.1 of Article 4 of Federal Law No. 412-FZ of December 28, 2013 "On Accreditation in the National Accreditation System". This provision does not apply to cases when the procedure for confirming the competence of an accredited person is carried out together with the extension of the scope of accreditation, if at the same time the extension of the scope of accreditation of an accredited person is carried out according to a different scheme.

The amendments also provide for the possibility of accredited persons to form an accreditation area (with the exception of the accreditation area of the certification body for products, certification body for services, processes and testing laboratory (center), corresponding to the samples provided for in the accreditation application form approved by Order No. 496***, on paper and submitted to the national accreditation body in in the form of an electronic image (scanned copy) of the specified document signed with an enhanced qualified electronic signature of the applicant (the applicant's representative) in accordance with the legislation of the Russian Federation.
