On July 6, 2022, during a meeting with the First Deputy Prime Minister of the Russian Federation Andrey Belousov, it was announced the launch of a joint project of the Ministry of Economic Development of the Russian Federation and the State Corporation Rosatom to accelerate the connection of business to infrastructure.

The conference call was devoted to the implementation of the new investment standard. It was attended by representatives of Rosreestr, Delovaya Rossiya, the Agency for Strategic Initiatives, the Chamber of Commerce and Industry of Russia, Rosatom State Corporation and other organizations.

It was noted that last year 12 subjects of the Russian Federation have already started work on the implementation of the new investment standard. Now Russian business associations are assessing the impact of the client path implemented by regional teams within the framework of the standard on the business climate of each region. In 2022, 33 regions have already joined the implementation of the standard as part of the "second wave".

At the same time, out of the nine approved infrastructure areas of the code, five are updated by relevant departments, taking into account new changes in federal legislation. Representatives of the Ministry of Energy and the Ministry of Construction reported to the First Deputy Prime Minister on the progress of work.

Specialists of the Rosatom State Corporation will also join this work. Together with the Ministry of Economic Development, the Lean Infrastructure project will be launched. Rosatom's expertise is designed to reduce the time of processes and minimize losses, which will speed up the connection of business to technological resources, and issue the necessary documents faster.

The pilot project has already been launched in three regions. Thanks to the work done in Lipetsk, the deadline for obtaining land plots will be reduced from 45 to 19 days. The connection time to the water supply in Nizhny Novgorod should be reduced from 20 to 14 months. In Krasnodar, a construction permit is planned to be issued in 8 months instead of the current 20.


"We used to rebuild individual processes. Now the task is to reduce the connection time to all networks on the investor's end–to-end path. A number of entities have already expressed a desire to join the project," said Sergey Obozov, Deputy Director General for the Development of Production Systems of Rosatom State Corporation, who took part in the meeting.
