In Moscow, the digital passport of the capital construction facility will become a single source of up-to-date information

It will contain data on the parameters of the object, the progress of its construction, structured information from the issued documents, as well as a unique identification number of the object, the press service of the Moscow Government clarified with reference to the relevant departments of the Moscow City Hall.

According to the headDepartment of Urban Planning Policy of the City of Moscow (DGP) Sergey Levkin, a regulatory framework is currently being prepared, fixing:

• status of the digital passport of the capital construction object (ACS) as a single source of information on the progress of budget and investment construction in Moscow;

• the procedure for the formation and updating of digital passports and the rules for assigning and applying the unique identifier of the ACS.

Sergey Levkin recalled that the digital passport of the ACS was launched at the end of 2021 by the DGP together with the Department of Information Technology and is currently being used in pilot mode during procurement for the design and construction of facilities.

It is formed on the basis of data from urban planning documents that come from existing information systems and are placed on a single digital platform, and contains more than 200 attributes.

"In the future, it is planned to use the information contained in the digital passport when providing services in the field of construction, exercising the powers of authorities and their interaction with construction participants," Levkin explained.

He noted that the use of a unique identification number (UIN) included in the digital passport of the ACS is also planned to be used in the information modeling of capital construction facilities.

According to the Minister of the Government, the head ofDepartment of Information Technologies of the City of Moscow Eduard Lysenko, the ACS digital passport is a key element of the unified digital platform for urban planning activities, which aggregates an array of big data about objects under construction, including information on technical and economic indicators and documentation, construction schedule, related video and photographic materials.

The analysis of this information will allow, as the official noted:

• not only monitor in real time the progress of construction and compliance with deadlines, but also to prevent possible risks;

• optimize work processes;

• residents should be aware of construction works.

"Today, all services in the construction sector of Moscow are provided online, and automation of interdepartmental interaction allows them to be provided more efficiently," Lysenko stressed.

By the end of the year, the Moscow authorities plan to introduce information from the ACS digital passport into the formation processesTargeted investment program of the city of Moscow: with the help of a unique identifier, to carry out end-to-end binding to a specific construction object of procurement for design and construction from the moment of budget planning to the moment of digital acceptance and payment of works under the contract.

In addition, by the end of this year, it is planned to launch in pilot mode the use of UIN in the provision of two services: obtaining a certificate of approval of the AGR (architectural and urban planning solution) and sending a notice of the start of construction and installation work.
