The Ministry of Economic Development of Russia summed up the results of the implementation of partner programs to support SMEs. The key results are the provision of additional opportunities for the growth of companies, a significant increase in awareness and financial literacy of the business community. According to the Deputy Minister of Economic Development of Russia According to Tatiana Ilyushnikova, partnership programs developed taking into account the current needs of entrepreneurs in 2025 helped to attract more than 20 million rubles, and save over 125 million rubles.
"In addition to a wide range of support measures under the national project, programs of the Ministry of Economic Development and other ministries, as well as regional programs, we are implementing our own projects that empower entrepreneurs in key areas. The first direction is informational — to increase knowledge in the field of taxation, financial literacy and other relevant topics. The second direction is the creation of partner competence centers for labeling, advertising, and logistics based on the My Business Centers as the most convenient platform for entrepreneurs. The third is special bonus projects with unique conditions. Finally, there are acceleration partnership programs for individual business groups, which are implemented jointly with large companies. The main advantage of these programs is that they are tested for reliability and quality and are implemented on the most favorable terms for entrepreneurs. Today, the pool of our partners includes more than 30 organizations," she noted Tatiana Ilyushnikova.
As the Deputy minister explained, partnership programs are implemented on the basis of feedback from entrepreneurs, which the ministry receives during industry research, working meetings with businesses, as well as following the results of specialized forums and business events.
The information projects of the Ministry of Economic Development of Russia, implemented jointly with other federal agencies, development institutions and representatives of large businesses, are aimed at ensuring that entrepreneurs receive timely and understandable information about regulatory changes, support measures and modern development tools. In 2025, joint educational campaigns with key partners — the Bank of Russia, the Honest SIGN digital labeling system, the RBC Franchises project, and others - were successfully conducted on the basis of the My Business Center infrastructure.
One of the largest and most notable examples of such initiatives has been the holding of online marathons: in 2025, four events in this format were held, which together attracted the attention of 1.5 million users. The marathon program covered a wide range of relevant topics, from the development of creative industries and effective marketing channels to building modern communications, managing new generation teams, and financial issues, including government support and taxation. A separate focus was placed on digital assistants, automation of routine processes and practical success stories. Among the speakers are heads of leading Russian companies, representatives of educational projects, business coaches and public figures, whose expertise and experience resonated with the audience.
Partner competence centers also operate on the basis of the My Business Centers. Thus, entrepreneurs in nine regions can receive product labeling support. Free consultations are available for them, from connecting to the Honest SIGN system and working with the National Catalog to selecting, configuring equipment and building electronic document management. Another 25 centers are in the process of being created. In the future, the Ministry of Economic Development of Russia intends to create and develop other competence centers in areas that are in demand among small and medium-sized businesses.
Another key area of partnership was the formation of special programs for small and medium-sized businesses in cooperation with large corporations on terms significantly more favorable than market conditions. In this process, the Ministry of Economic Development of Russia acts as a link, helping to build effective and mutually beneficial cooperation between the parties. As a rule, such programs involve providing entrepreneurs with bonuses and preferential access to the capabilities of corporate platforms and ecosystems, which allows them to promote their projects, find new customers and at the same time reduce transaction costs. In 2025, about ten programs were launched in a similar format in partnership with hh.ru , National Payment Card System JSC, SuperJob, Avito and other companies. Thanks to these initiatives, about 25,000 entrepreneurs annually gain access to unique business development tools, and the total amount of money saved reaches 125 million rubles.
A social enterprise from Tver region — workshop for the production of adaptive furniture for people with disabilities — thanks to the social business support program from hh.ru and The Russian Ministry of Economic Development was able to post vacancies for free and find qualified carpenters and a social manager, which allowed for an increase in production volumes.
A creative agency from Yekaterinburg specializing in design and multimedia projects, thanks to participation in the partnership program of the Ministry of Economic Development of Russia and SuperJob, was able to post more than 20 vacancies for free and gain access to a database of hundreds of resumes. This made it possible to hire the right visual communications and marketing specialists in three months without the cost of paid placement, significantly speeding up the implementation of new projects and expanding the team to enter the markets of other regions.
Retail store of household goods from Krasnodar, which participated in the NSPK JSC marketing platform, launched a cashback promotion for Mir cardholders and SBP users, which attracted more than 2,000 new customers in the first month, increased repeat purchases and significantly expanded the base of loyal customers without additional costs for classic advertising.
To support priority social groups, the Russian Ministry of Economic Development implements a number of targeted programs aimed at unlocking entrepreneurial potential and creating sustainable opportunities for self-realization. There are "Entrepreneur" and "Entrepreneur Mom" initiatives for women, and the "Silver Start" program for citizens of the "silver" age. Their participants receive not only applied knowledge and mentoring support, but also the opportunity to attract grant funding for the development of their own business: in 2025, the total amount of such support exceeded 20 million rubles. Additionally, the regions are implementing acceleration programs for their participants.
