This was stated by Mikhail Mishustin at a meeting of the Government of the Russian Federation. He noted that the selection took place from 39 applications, the implementation of 9 winning projects will start in 2023. At the same time, the Prime Minister stressed the special interest of private business in creating world-class campuses.

"Business is interested in these projects. I myself talked with business representatives at all the universities that we visited. They are points of growth not only for the university itself and the city in which it is located, but also for the entire region. The President instructed to create a network of 25 world-class campuses by 2030. There is a lot of work to be done," the Prime Minister said.

Mikhail Mishustin recalled that the program to create a network of world-class university campuses has been launched throughout the country since 2021 on behalf of Russian President Vladimir Putin. Last year, 8 out of 27 applications were selected — these are Tomsk, Kaliningrad, Nizhny Novgorod, Yekaterinburg, Chelyabinsk, Moscow, Novosibirsk and Ufa.

This year, another competition was held: 9 out of 39 applications were selected. Valery Falkov, Minister of Science and Higher Education of the Russian Federation, made a detailed report on the selection of applications in the second wave. The creation of campuses in 2023 will begin in the following cities:

- Federal Territory of Sirius,

- Samara,

- Perm,

- Yuzhno-Sakhalinsk,

- Ivanovo,

- Arkhangelsk,

- Tyumen,

- Khabarovsk,

- Veliky Novgorod.

The head of the Ministry of Education and Science of Russia noted that all nine projects will be implemented in the format of public-private partnership.

"With the total cost of nine projects amounting to almost 230 billion rubles, the financing structure is as follows: private investments — 105.4 billion (45.9%), the federal budget — 103 billion (44.8%), regional investments — 21.4 billion (9.3%)," Valery Falkov said.

The Minister said that the preparation of project documentation for some projects is already underway, for the rest of the campuses it will start in the near future. Project documentation is already ready for a number of campuses. In particular, in Yuzhno-Sakhalinsk, the project documentation has already been sent for verification to the Glavgosexpertiza of Russia.

Valery Falkov noted that the selection of applications took into account the participation of universities in the largest program "Priority 2030", the presence in the application of plans to create a technopark, the relationship of the campus with territories with a special legal status (special economic zones, territories of advanced socio-economic development), the impact of the campus on the quality of the urban environment, the unique concept of architectural and urban planning solutions and much more.

An Interdepartmental Working Group has been established to select projects. It included representatives of the Ministry of Finance, the Ministry of Economic Development, the Ministry of Construction, VEB.The Russian Federation, non-profit organizations, professional expert communities and deputies of the State Duma.

Four expert examinations were carried out for each project: industry — the Ministry of Education and Science of Russia, construction — the Ministry of Construction of Russia, legal and financial and economic - VEB.RF. Separately, the issue of financing new projects was worked out with the Ministry of Finance of Russia until 2030.

"It is planned to create more than 37 thousand new places for students and teachers to live, more than 130 research laboratories, more than 1 million square meters of new comfortable areas for training, research, accommodation, leisure and sports," Valery Falkov said.

The Minister also drew attention to the fact that a new federal project dedicated to the creation of campuses will be approved in the near future. At the moment, it is being developed jointly with the Government Apparatus, and the development of a modern information and analytical control panel is also being completed.

"The creation of campuses is one of the most important projects for scientific and technological development, attracting talented youth, ensuring the technological sovereignty of the country," Valery Falkov concluded.
