Starting from September 1, the list of goods subject to mandatory labeling in the Honest Sign state system is expanding in Russia. The changes relate to certain types of household, sanitary and hygienic products and toiletries - categories that were previously not subject to mandatory digital labeling.
At the first stage, starting from September 1, turnover participants need to register in the system and order labeling codes. From October 1, the application of Data Matrix codes on packaging will become mandatory. The list includes everyday goods: dental floss, sponges, paper towels, cotton products, combs and massagers. At the same time, experts note that it is not enough to focus only on the household name of the product. To accurately determine the need for labeling, you should check the EAEU HS code and product characteristics, as well as check specific items on the official website of the Honest Sign.
A complete ban on the turnover of unmarked sanitary products will take effect on October 1, 2027. At the same time, it will be mandatory to transfer sales data through online sales registers and work in electronic document management systems. Violators will face sanctions: confiscation of goods, administrative fines and blocking in EDI systems.
The regional Ministry of Agriculture noted that the main task of the Honest Sign system is to ensure digital traceability of products at all stages: from production or import to Russia to sale to the final buyer. Each labeled product is assigned a unique identification code, so that the state and the participants in the turnover can track the movement of products and control their legality.
For businesses, labeling means not just putting a code on the packaging, but building a full-fledged process.: registration in the system, description of goods, transmission of information about operations with codes. If the product is blocked, the reason for the restriction will be automatically displayed when scanning at the checkout, and you can clarify it through the Honest Sign mobile application or by contacting technical support. The system significantly increases market transparency, helps identify illegal goods, and strengthens consumer confidence. Retailers in the Moscow region are advised to check their product range in advance and prepare for new requirements.
