The construction project of a new 51-kilometer section of the A-289 highway in the Krasnodar Territory has been approved

During a working visit to Kuban, the head of the Federal Road Agency Roman Novikov inspected the construction and reconstruction facilities of the A-290 and A-289 highways included in the route of the long-distance road approach to the Crimean Bridge approved by Rosavtodor, and also held a production meeting.

The headquarters of the construction of the new federal highway A-289, located in the village of Anastasievskaya, discussed the development of transport infrastructure in the south of Russia.

The event, chaired by the head of the Federal Road Agency Roman Novikov, was attended by Deputy Head of Rosavtodor Andrey Samaryanov, Head of the Highway Construction Department of Rosavtodor Kairat Tursunbekov, First Deputy Head of the Administration (Governor) of Krasnodar Krai Andrey Alekseenko, First Deputy Minister of Transport and Road Management of the region Andrey Kosyanov, heads of FKU Uprdor "Taman", FKU Uprdor "Black Sea", as well as representatives of regional authorities and enterprises of the road industry of Kuban.

The transport and logistics integration of the Republic of Crimea and the city of Sevastopol with mainland Russia is one of the most important tasks of the road workers of the southern Federal District and the department as a whole.

In his welcoming speech, the head of Rosavtodor touched on the history of the issue: "In 2018, even before the opening of the road part of the Crimean Bridge, it was clear that the transport logistics of the south of Russia would completely change. The Government Commission decided to develop the route of long-distance automobile approaches to the bridge crossing over the Kerch Strait and ensure the required capacity. Currently, contracts have been signed for all road facilities of the federal highways A-289 and A-290, and work is underway," Roman Novikov noted.

In addition, the head of the Federal Road Agency assessed the importance of the activities carried out by the department from the point of view of the development of tourist routes. According to available statistics, in 2020 and 2021, the Krasnodar Territory received more than 24 million tourists. 6.5 million people visited the Republic of Crimea last year.  

In order to ensure a comfortable transport connection of the Crimean Peninsula with the mainland of Russia, construction and installation works are continuing on the A-289 Krasnodar- Slavyansk–on-Kuban - Temryuk – A–290 Novorossiysk - Kerch highway (Stage I), which started in July this year.

The total length of the construction is 68 km. A bridge over the Kuban River with a length of almost a kilometer and another 15 small bridges over canals, four multi-level transport interchanges and eight overpasses will be built on the site.

1300 meters of the upper layer of the road base and the lower layer of the pavement have already been laid. By the end of the year, experts plan to lay 10 km of asphalt concrete.

In September 2021, the project of the second stage of construction was approved by the FAA Glavgosexpertiza of Russia.

"It is symbolic that we hold the headquarters of the construction of such an important road for the region and the whole country on the eve of the Day of Road Workers. After receiving a positive conclusion on the project, I am pleased to announce the possibility of starting construction of a 51-kilometer section of the highway. The main thing is to work in close cooperation with the administration of the region, to combine the capabilities and needs of municipalities with the requirements of our project," Roman Novikov said.  

The start of work is scheduled for November of this year. Specialists will have to build a bridge over the Protoka River with a length of almost a kilometer and 16 more small bridges over canals, as well as six multi-level transport interchanges and seven overpasses. In addition, the project provides for five recreation areas for drivers and passengers and an aboveground pedestrian crossing. Due to the fact that the new direction of the route will pass through rice fields, reconstruction of irrigation systems is envisaged.

Funds for the construction of the second stage of the new highway ‒ 55.16 billion rubles - will be allocated from the federal budget within the framework of the national project "Safe Quality Roads" (federal project "Development of the federal highway network"). The four-lane road will provide high-speed communication between Krasnodar and Slavyansk-on-Kuban.

Currently, preparatory work is underway: the arrangement of construction towns in the village of Maryanskaya, a cement and concrete plant, as well as archaeological excavations and demining of the territory.

After completion of all these works, the length of the new four-lane federal highway of category IB will be 119 km. The road will bypass the settlements. The facility will include two bridges across the Kuban River and the Bayou, 10 multi-level interchanges and 15 overpasses, more than 30 bridges and more than 160 small artificial structures. In order to ensure the comfortable movement of motorists, the project provides for the construction of 11 recreation areas.

"For Kuban, the Krasnodar – Slavyansk – Temryuk highway is a real "road of life" for all the cities and districts through which it passes. This is the main highway from the center of the region to the Taman Peninsula and to the Crimea. Today it is overloaded not only during the holiday season, but all year round. And this hinders in many ways the development of the economy of the territories. But most importantly, there is a high accident rate, which is inevitable with such a busy highway. Thanks to Rosavtodor for the attention to our region. Of course, the region, for its part, will do everything necessary to implement this strategically important project," said Andrei Alekseenko, First Deputy head of the administration (Governor) of the Krasnodar Territory.  

In addition, the meeting discussed the progress of work on the facilities of the A-290 Novorossiysk – Kerch highway. As part of the development of long-distance approaches to the Crimean Bridge, a set of measures is being implemented here, including the construction of a bypass of Anapa (km 47 - km 52), as well as the reconstruction of two sections of the highway from the 52nd to the 73rd km and from the 73rd to the 100th km.

The ongoing work involves increasing the number of traffic lanes from two to four on all sections of the highway with a total length of more than 56 km from Anapa to the approaches to the bridge crossing over the Kerch Strait.

At the km 52 – km 73 reconstruction facility, work began in the IV quarter of 2019. The project provides for the construction of three transport interchanges, bridges and overpasses, single-block transformer substations, local sewage treatment plants, the installation of bus stops and the laying of culverts. The work will be completed here in 2024.

Reconstruction of the highway on the segment km 73 - km 100 is carried out in two stages. The first one provides for the construction of an overpass, the device of a left-hand turn loop and approaches to the overpass. The second is the construction of a bridge, three interchanges and five overpasses. All work is carried out according to the schedule, the deadline for commissioning is December 2022.

The implementation of the project for the construction of a bypass of the resort city will allow transit transport to be taken outside the city limits. With the completion of the work, Anapa and Sevastopol will be connected by a modern 4-lane road of the first technical category: two lanes in each direction.

Commissioning of the facilities of two federal highways included in the route of the long-distance road approach to the Crimean Bridge approved by Rosavtodor is scheduled for 2024.
