The EAEU is working on the possibilities of interaction between national strategic planning agencies

ECE 29 April 2022 18:17 The issues of targeted financing for the development of catching-up economies of the Eurasian Economic Union regions and the interaction of national strategic planning agencies for this purpose were discussed at a meeting of the working group at the headquarters of the Eurasian Economic Commission on April 29.

Minister for Integration and Macroeconomics of the EEC Sergey Glazyev recalled that the Commission, together with the states of the Union, has been working for three years to create an institute for the development and support of the EAEU. During this time, various options for organizational forms of cooperation were considered, including the formation of a new development fund, the expansion of the mandate of the EDB and the EFSD, but most of the proposals were not unanimously agreed by the parties.

As Sergey Glazyev emphasized, in order to solve the problem of catching up with the development of regions, it is possible to use the achievements of the Agency for Strategic Initiatives (ASI) – the project office under the President of the Russian Federation.

"We propose not to create a new institute, but to build work on the basis of a consortium of national agencies. The Agency for Strategic Initiatives has developed a systematic methodology that can be applied within the framework of the EAEU to exchange best practices in improving the investment climate, training and development of the social sphere," Sergey Glazyev said.
He added that currently national strategic planning agencies have been formed and are functioning in four states of the Union: Armenia, Kazakhstan, Kyrgyzstan and Russia.

"ASI is ready to act as a strategic partner within the framework of the proposed consortium for interaction between national agencies in areas that are key in the development of the EAEU and CIS countries today, to form a joint portfolio of projects and work on their implementation," said ASI CEO Svetlana Chupsheva.

She also outlined the main directions of ASI's work today: medium- and long-term socio-economic design, creation of a favorable investment climate in the regions of Russia, training of personnel in relevant competencies for different ages, support of technological projects. Svetlana Chupsheva noted that ASI has experience in international cooperation on strategic planning in the Eurasian space, which can be used within the framework of the EAEU.

Based on the results of the discussion, it was decided to prepare proposals on the form of possible cooperation between national agencies and discuss this issue within the framework of the Eurasian Economic Forum, which will be held in Bishkek on May 26.

The Working Group on developing proposals for the establishment of the Institute for the Development and Support of the EAEU was established by the Order of the Board of the Commission dated June 30, 2020 No. 86 in accordance with the order of the EEC Council dated December 19, 2019 No. 33.

The issue of creating a development institute within the EAEU was initiated by the Kyrgyz Republic in 2018. Conceptually, it was reflected in the Declaration on the Further Development of Integration Processes within the EAEU and Strategic Directions for the Development of Eurasian Economic Integration until 2025, including provisions for the implementation of joint target projects, the creation of prerequisites for the alignment of member states in terms of economic development and other measures.
