The first stage of the oil and gas industrial park was launched on Sakhalin

The industrial park project is being implemented by the Sakhalin Region Development Corporation in the Sakhalin Advanced Development Area. After the complete commissioning of the facility, the park will house offices, laboratories, production facilities and warehouses of 18 resident companies. Residents will provide comprehensive services for oil and gas operators, including pipeline repairs without stopping technological processes, restoration of gas turbines, electric motors and generators, underwater maintenance of facilities and transportation of oversized cargo. Residents will be able to rent premises provided with everything necessary for the organization of work, as well as take advantage of benefits.

The governor of the region Valery Limarenko took part in the solemn ceremony of the launch of the facility.

- Three years ago, we came to the conclusion that Sakhalin needs the localization of oilfield services, and launched this project. Now we understand that this decision was timely and justified. Foreign companies left us, but they were completely replaced by Russian enterprises. Today, they successfully carry out all the work on servicing offshore projects. These companies will work here, on the territory of the industrial park. The industrial park is important not only for the development of the oil and gas industry, but also for the entire region as a whole. Unique technologies that can be applied in other fields will be worked out here. New jobs will be created. They will be occupied by highly qualified specialists – Sakhalin residents and Kuril residents," Valery Limarenko addressed the participants of the ceremony.  

The construction of the Sakhalin Oil and Gas Industrial Park began in 2022. To date, the engineering infrastructure has been prepared at the facility and the construction of three office complexes designed for the work of the engineering staff has been completed.

- The Sakhalin Oil and Gas Industrial Park is being created on the territory of Sakhalin Advanced development. As part of the agreement with the Corporation for the Development of the Far East and the Arctic, the SAKHNIP investment project was provided with a land plot, zero property and profit taxes are available for the first five years, insurance premiums are reduced to 7.6%. State support measures effectively help attract residents to the oil and gas park sites, develop the project as a whole at a steady pace, and ensure timely and high-quality import substitution for repair and maintenance of island oil and gas projects," said Maria Grishinkova, Director of KRDV Sakhalin and Kuril Islands LLC.

- Today, 12 residents are building their own production facilities in the park. At this site, domestic companies will provide services to oil and gas companies. In particular, maintenance of various components and assemblies has been deployed.  I think this is an important and promising project. The regional government will continue to support companies that will create new jobs on our territory, contribute to the development of an important sector of the economy, and create additional sources of funds to replenish the island budget," said Alexey Belik, Chairman of the Government of the Sakhalin Region.

During the opening ceremony, the operator of the largest Sakhalin 2 oil and gas project, Sakhalin Energy, announced its intention to lease the park's premises and place the staff of the production and technical directorates in them. The symbolic memorandum was signed by the General director of the enterprise Roman Dashkov and the General director of the Sakhalin Region Development Corporation Andrey Medvedev.

- We plan to consolidate the main production and technical asset in the park. An industrial site will be created here to maintain the company's production at a reliable and sustainable level. I would like to thank Governor Valery Limarenko for his well-coordinated teamwork. We are ready to commit to the further technological development of the park. There are many challenges ahead, nevertheless our specialists are ready for them," said Roman Dashkov, CEO of Sakhalin Energy.

By the end of 2024, it is expected to put into operation the first four facilities of existing residents — MetallServisNeftegaz LLC, Sakhalin Turbine Service LLC, VMS Engineering LLC, Island General Services Logistics LLC. As part of the second phase of the park, 13 land plots have been formed with points of connection to engineering infrastructure, roads and landscaping for residents to implement their own investment projects.
