The Ministry of Construction of Russia, as part of the priority project "Guillotine 2.0", has prepared Amendment No. 3 to SP 478.1325800.2019 "Airport buildings and complexes. Design rules". The implementation of the provisions of the Roadmap within the framework of Guillotine 2.0 in the Runway (airfield) direction is aimed at improving the technical regulation system, taking into account changes in the legal framework in the field of transport security.
"Updating the code of rules for the design of airport complexes is an important step towards unifying requirements and rational use of terminal buildings, depending on their capacity. In the new version, the optimized requirements take into account the current level of technology development and regulatory regulation, ensure optimization of the operational characteristics of airport complexes while maintaining the required level of safety," said Sergey Muzychenko, Deputy Minister of Construction and Housing of the Russian Federation.
The changes clarify the requirements for the planning solutions of terminal buildings, including the possibility of rational use of checkpoint facilities for various types of inspection in small terminals, subject to time dilution. The document also establishes a flexible approach to choosing the type of baggage storage systems, depending on the design assignment, and also updates the requirements for information and sound systems for passenger notification.
In addition, provisions that have lost their regulatory relevance have been eliminated, as well as duplication with existing documents has been eliminated.
"By optimizing the requirements for checkpoints, baggage storage systems and information systems, designers and operating organizations have more opportunities to select effective technical solutions, taking into account regional specifics, passenger traffic volumes and the level of automation of a particular airport.
