The requirements for electronic documents confirming the legality of alcoholic beverages have been approved

The Government of the Russian Federation has approved requirements for electronic documents that will be used to confirm the legality of alcoholic and alcohol-containing products instead of a bill of lading. 

The corresponding resolution No. 1944 dated 11/28/2025 was published on the Official Internet portal of Legal Information.

According to the decree, the legality of beer and beer drinks, cider, poire, mead, alcohol-containing non-food products is confirmed by universal transfer documents submitted to the monitoring system for goods subject to mandatory labeling by means of identification (GIS MT). The legality of other alcoholic and alcohol-containing products, as well as ethyl alcohol, can be confirmed by an application for recording information in the USAIS.

These regulations will enter into force on March 1, 2026. 

When transporting beer and beer drinks, cider, poire, mead, alcohol-containing non-food products by road, which are subject to mandatory labeling by means of identification, the UPD should be used in conjunction with electronic transportation documents (electronic bill of lading or electronic waybill).

At the same time, to check the information for compliance with the information recorded in the USAIS, electronic documents can be submitted in an uncorrectable text format or in the form of a QR code through the Gosuslugi Avto mobile application.

These provisions will enter into force on September 1, 2026. 

As previously explained in the Ministry of Finance, the new procedure will make the confirmation of the legality of goods more reliable and will allow entrepreneurs to reduce the cost of analog documents.
